The video, which was tweeted by Jon Caramanica, the pop music critic for the New York Times, raised questions about surveillance of the hip-hop scene in New York and prompted the NYPD to release a statement about it. “The officer depicted in the video is a Community Affairs officer involved with the 28th Precinct’s social media team.
