FAA Proposes Inspections For 453 Boeing 737 MAX Jets Over Seat Issue

Airplane seats attract plenty of complaints about legroom, recline, and space, but their most important function has little to do with comfort. Each seat assembly must remain securely attached to the cabin floor when an aircraft encounters turbulence or the increased forces of an emergency landing. A seat that separates from its track could injure passengers or create an obstruction at the moment everyone needs a clear route to an exit.

That possibility has prompted the Federal Aviation Administration (FAA) to begin a regulatory process involving certain Boeing 737 MAX aircraft. The agency published a proposal covering the affected Boeing 737 MAX jets on July 27 after receiving a report about incorrectly installed passenger seats. The notice does not ground any airplanes or establish an immediate repair order. Instead, it proposes a new airworthiness directive that would require inspections and corrections if the FAA adopts the rule.

Which Boeing 737 MAX Jets Are Included In The FAA Proposal

The FAA traced the installation problem to the aft fitting shear plungers, which secure track-mounted passenger seat assemblies to the seat tracks. On certain assemblies, those plungers were not correctly lowered or fully engaged. The technical details appear in Boeing Special Attention Requirements Bulletin 737-25-1927 RB, which the manufacturer issued on Dec. 10, 2025.

The affected group includes certain Boeing 737-8, 737-9, and 737-8200 airplanes identified in that bulletin. The FAA estimates that 453 U.S.-registered aircraft fall within the proposal’s scope. However, its notice does not name the airlines operating them or indicate how many seats inspectors may ultimately find installed incorrectly.

For comparison, nearly 2,300 Boeing 737 MAX jets currently operate worldwide, including 823 in the United States, aviation advisory and intelligence firm IBA told Reuters. The FAA proposal applies directly to aircraft registered in the United States, while regulators in other countries may consider corresponding action for MAX jets operating under their authority.

Boeing began communicating with operators about the issue months before the FAA published its proposal. A company spokesperson told Reuters that the manufacturer distributed guidance in December 2025 and supports making those instructions mandatory. The FAA subsequently reviewed Boeing’s requirements bulletin when developing the proposal.

Airlines Could Face Up To $2.66 Million In Inspection Costs

Under the proposal, operators would conduct detailed inspections of the fittings on both sides of each track-mounted passenger seat assembly. Aircraft configurations vary, but the FAA estimates that one plane could contain as many as 69 affected assemblies. Inspecting each assembly would require approximately one work hour.

Using a labor rate of $85 per hour, the FAA calculated a maximum inspection cost of $2,656,845 across the affected U.S. fleet. That figure covers only inspections. Reinstalling an affected seat would require another work hour, bringing the additional cost to as much as $85 per assembly. No replacement parts would be necessary. The agency cannot estimate the total repair expense since it does not yet know how many seats require correction. Boeing warranties may cover some or all of the operators’ costs.

The proposal remains open for public comment through Sept. 10, 2026. After reviewing submissions, the FAA may amend the language before issuing a final rule. If adopted, operators would have to complete the specified inspections and any necessary corrections within the compliance periods established by the directive. Until then, the notice begins the federal rulemaking process but does not impose a new mandatory inspection deadline.
